Maloney is a native of Los Angeles.  His first involvement with politics was as a youth volunteer for Ronald Reagan in 1975-76. After graduating from USC’s Journalism school in 1979, he worked on Capitol Hill and in presidential campaigns. His career as a researcher began under Lee Atwater at the Reagan ’84 campaign, where he was Director of Political Research, and at the Bush ’88 campaign, where he was Research Consultant. In 1989-90, he was Director of Strategy & Research for the National Republican Congressional Committee, as well as Deputy to Co-Chair Ed Rollins. At the same time, he was a Consultant to RNC Chairman Atwater.

In 1986, Maloney began his first consulting firm, Bernstein & Associates.  As a consultant, he has done extensive work for all three national Republican campaign committees, the Republican Governors' Association, and several state parties, aiding in the election of 15 GOP Governors in the 1990s as well as many Congressmen and Senators.  He also edited and compiled The Almanac of 1988 Presidential Politics for the Campaign Hotline in 1989.

From 1991 to 1993, Maloney studied at Oxford University in England, pursuing a Doctorate of Philosophy in Politics, while spending his spare time aiding clients back home.  He received his D. Phil. in 1999 for his 407-page thesis, “Changing Patterns in US Presidential Voting, 1960-92.”
