Richard Cappetto currently works for the Chief Customer Officer in the U.S. House of Representatives. Previously he worked as Senior Advisor to the Office of the Chief Administrative Officer.

Prior to working for the CAO, Richard served under three Chairmen of the Committee on House Administration where he advised Members, Committees, and Leadership on compliance with federal law and regulations related to the use of official resources and communications. Richard served as an analyst for the authorization of all House Member and Committee budgets for two Congresses, and assisted with the running of New Member Orientation for four Congressional transitions. In 2013 Chairman Candice Miller appointed Richard the staff director of the Commission on Congressional Mailing Standards (Franking Commission), a six-member panel charged with administering regulations on taxpayer funded communications. As staff director, Richard led efforts to modernize, digitize, and streamline operations.

Richard and his wife live in Arlington, Virginia.
