Juan Caro -  Former Guest Speaker at the Leadership Institute

Juan Andres Caro serves as an Energy Policy Advisor at the White House Office of the Special Representative for Puerto Rico Disaster Recovery. He acts as a liaison for the White House to the U.S. Department of Energy, the Puerto Rico Electric Power Authority, federal, state, and local entities aiding in the recovery of Puerto Rico’s energy grid.

Previously, Juan served as a Science Policy Advisor to the director of the White House Domestic Policy Council, was part of the Transforming American Communities Team at the Office of American Innovation, and served at the Office of Science and Technology Policy on the strategic communications team. Juan led the drafting and policy coordination process for the Executive Order on Promoting American Seafood Competitiveness and Economic Growth and coordinated the rollout for the Executive Order on Modernizing the Regulatory Framework for Agricultural Biotechnology Products.

Before the White House, Juan worked as a Confidential Assistant in the U.S. Department of Agriculture, Office of Natural Resources and Environment where he participated in the drafting of the Executive Order on Promoting Active Management of America’s Forests to Reduce Wildfire Risk. Juan holds a B.S. in Ecosystem Science and Sustainability from Colorado State University and a Master's Certificate from the Harvard Extension School in International Security.
