George Nesterczuk -  Former Guest Speaker at the Leadership Institute

Mr. Nesterczuk leads Nesterczuk and Associates in providing management consulting services to public sector institutions and private enterprises. Mr. Nesterczuk has over thirty years of experience as a consultant on organizational management and policy development. Most recently he advised Ukrainian government officials on reforms of Ukraine’s public administration sector.

From 2004 to 2006 Mr. Nesterczuk was Senior Advisor to the Director of the U.S. Office of Personnel Management for the Department of Defense. In that capacity he led OPM efforts in the establishment of the National Security Personnel System at the Department of Defense.

From 1995 to 2000 he was Staff Director of the Subcommittee on Civil Service of the Committee on Government Reform in the U.S. House of Representatives. The Subcommittee had jurisdiction over all matters dealing with federal civil service employment.

From 1981 to 1986 Mr. Nesterczuk served as a senior official in the Reagan Administration, holding successive positions in the U.S. Office of Personnel Management, the Department of Defense, and the Department of Transportation.  During his tenure at OPM, he managed the Senior Executive Service, government-wide training activities, EEO and labor management relations and the development and implementation of pay for performance management systems. At the Department of Transportation he was the Science and Technology Advisor to the Secretary.

Outside of government service, in addition to leading Nesterczuk and Associates, he has been Vice President of Global USA Inc., Senior Scientist with EG&G, Inc. and Executive Vice-President and Chief Scientist of Atlantic Science Corporation.

In recognition of his public service Mr. Nesterczuk has received a number of awards including the President's Executive Leadership Award (with Distinction), OPM Director's Award for Distinguished Service and the Theodore Roosevelt Award for Distinguished Public Service, the Outstanding Public Service Award from the Secretary of Defense, and the Distinguished Public Service Award from the Secretary of the Navy.

Mr. Nesterczuk holds a M.S. degree in Astrophysics from the University of Maryland and a B.A. in Physics from Cornell University.
