Carter has over twenty years experience in fund development - not just in keeping the lights on at local, regional and national levels - but also on the other side of the philanthropic coin for she spent several years awarding grants to nonprofits as Director of a regional foundation. She is the vice president of development for the Tax Foundation, a national organization based in DC and dedicated to tax research and policy issues. At the tax foundation she oversees the direct mail campaigns, Grant writing, corporate development, high dollar donor cultivation and online campaigns.
